Use case for this would be to make it far easier to block ISPs that are commonly the backbone of free web proxies and not for residental connections, such as OVH, in order to prevent spam and other malicious intent.

The current ban system is very repetitive for this sort of banning, you are also not allowed to ban by /16 (10.0.0.0 to 10.0.255.255).
